A queue becomes useful when its states carry shared meaning. Every entry should reveal who owns the next action, what information is missing, and when escalation becomes necessary.
Design implication
Design the queue around decisions rather than database fields. If users must open every record to understand the operating posture, the information hierarchy is failing.
